"Operation in progress..." and a whole bunch of "Read timed out" errors is all I get when I try to upgrade my Eclipse installation from 3.4.1 to 3.4.2.
It is also painfully clear that the current update manager (aka the 'new update manager') has problems coping with all these network time-outs. There's no way to cancel the whole update. I'll have to sit through all time-outs (one for each jar) because the update manager dialog is modal.
Wouldn't it be nice if the p2 update manager supported Friends Of Eclipse? That would be awesome!

It would be nice, if p2 could install features from other update sites without connecting to download.eclipse.org ...
So I cannot install any plug-in because of slow servers by Eclipse.org today :-(

To proceed with the installation of plug-ins in presence of slow connection (and if you don't mind deleting all your repos), navigate to eclipse/configuration/.settings/ and remove the two p2 related files there.
These downloads / cancellation problems have been fixed in the 3.5 stream.
I think this problem is made particularly worst that there has apparently been a glitch in the mirroring of the release causing mirrors to not have access to the proper content and thus everyone coming back to the the foundation servers.
